ANTI RAGGING ORDINANCE 2009
Extract of Himachal Pradesh Educational Institutions Prohibition of Ragging Ordinance 2009 2(c) “Ragging” means any act, conduct or practice by which dominant power of senior students, former students or outsiders, is brought to bear on students freshly enrolled or students who are in any way considered junior by other students and includes individual or collective acts or practices which-

  1. involve physical or psychological assault or threat or use of force or wrongful confinement or restraint; or

  2. violate the status, dignity and honour of such students; or

  3. expose students to ridicule and contempt and affect their self-esteem; or

  4. Entail verbal abuse and aggression, indecent gestures and obscene behavior.”

Students found indulging in ragging shall be expelled from the college. Ragging in any form is a punishable offence.
In order to have zero tolerance for ragging and its total elimination from the educational institutions, the Hon'ble Supreme Court of India vide orders dated 4th May 2001, 16th May 2007 and 11th February 2009 has directed as under: 
1. Ragging is banned in the institution. 
2. Anyone indulging in ragging is liable to be punished strictly. Punishment shall be exemplary and justifiably harsh. 
3. Punishment for ragging includes: 
i) Imprisonment, fine or both. 
ii) Expulsion from the institution, suspension from the institution or classes for a limited period or fine with a public apology. 
iii) Withholding scholarship or other benefits. 
IV) Debarmentfrom representation in events. 
v) Withholding of results. 
4. If the individuals committing or abetting ragging are not identified, collective punishment shall be resorted to. 
5. Character/Migration Certificates issued by the institution shall have an entry apart from that of general conduct and behavior to the effect whether the student had participated in ragging and particularly was punished for ragging.
